Information Agency “BUSINESS-INFORM” was
established in 1997. Activities of the Agency include: studying and research of
the Russian printing equipment and supplies market, printing quality
evaluation, purchase consulting. The Agency consists of central headquarters in
Moscow and 52 regional partners. Annually 16000 Russian companies are using
Agency’s services. The Agency annually publishes 8 catalogs of printers,
copiers, MFPs, and supplies with a total run of 750000 copies. The Agency also
publishes Business-Inform E-News Digest electronic title, as well as
Business-Inform Review magazine dedicated to the news of the Russian and
International market of printing equipment, supplies, and parts. The Agency
developed the following databases: Supplies (installed in more than 2000
Russian companies), Russian Suppliers of Printing Equipment, and State
Procurements of Supplies. Russian market researches are custom-performed upon
the request from the large state and commercial organizations. The Agency is
the organizer of BUSINESS-INFORM international exhibition.

Full Promotion Contract Is the Fastest Way
to Success on the Russian Market
Moscow, November 18, 2024 – Information Agency “Business-Inform” offers the Full Promotion Contracts to the manufacturers and distributors of printers, quality cartridges, toners and inks for presenting and promoting of quality products on the Russian market in 2025.
November the 15th saw the concordance and the affirmation of video-conference, testing, and the publishing activity program of the Information Agency “Business-Inform” for 2025. In 2024, the Agency will: hold 32 video-conferences for large Russian buyers of printers, cartridges and toners (together with AQCMS); perform 19 instances of quality research for cartridges, toners and inks for various brands of printers and MFPs; publish the BUSINESS-INFORM Review magazine (4 issues), and special issues of “Testing and Quality” (12 issues).
The Agency has developed the promotional support Program for quality brands of printers, cartridges, toners and inks on the Russian market in 2025. The Program provides for introduction of brands (the product and production info, advertisement, testing results, specialists’ opinion, etc.) during all video-conferences, in all magazines and catalogs.
All video conferences for the large Russian buyers of printers, cartridges, toners and inks will necessarily contain the report regarding the printer, quality cartridge, toner and ink brands presented on the Global and Russian markets and the results of the Russian quality testing. All the participants of video-conferences will receive the digital versions of the Agency’s publishing products for free. As of November 15th, the representatives of more than 12,500 large Russian organizations and businesses have already entered the subscription for Agency’s magazines and catalogs. More than 650 Russian specialists have already received the login-passwords for participating in video-conferences in 2025.
The promotional support for brands will be organized within the framework of the annual commercial promotion contracts (Full Promotion Contract). The Agency’s specialists are certain that the work within the framework of the annual Full Promotion Contract will improve not only the image of a quality brand and its products but will also enlarge the volumes of its sales on the Russian market. The price of an annual Full Promotion Contract is 43,400 RMB (6,000 USD, 600,000 RUB).
The maximum number of Full Promotion Contracts being negotiated is limited: 5 contracts only!
The Information Agency “Business-Inform” invites the manufacturers and distributors of quality toners and cartridges to negotiate the yearly promotion contract for 2025. The offer is valid until 20th of December 2024 (payment - until the end of January 2025).

RemaxWorld 2024 Expo – A Huge Success During the 15-20 of October 2024, the specialists of “Business-Inform” Group visited the city of Zhuhai (China, Guangdong). Their aim was to visit the local production sites for printing devices (printers and MFPs) and consumables (cartridges, toners, OPC drums), participation in RemaxWorld 2024 and the award procedure for the office printing industry leaders RT Global Imaging Industry Award.
The RemaxWorld 2024 expo organized by Comexposium Recycling Times Exhibition Services Ltd., the Chinese partner of “Business-Inform” Group, has been held with a great success. According to the organizers 416 companies has taken part in the expo, their products have been viewed by more than 17000 visitors from more than 100 countries. Within the framework of the expo the RemaxWorld Summit 2024 has been held, which held the discussion by the leading specialist from China, USA, India, Europe and Latin America in the field of modern printing consumables on the industry development tendencies, as well as the RT Global Imaging Industry Award ceremony for the Industry leaders.
On the whole the visit of “Business-Inform” Group specialists to Zhuhai might be considered as quite successful. During the visit, more than 50 meetings took place with active and potential International “Business-Inform” Group business partners. The results of 2024 collaboration with the active partners have been discussed (including the frameworks of Full Promotion Contract 2024), supply and collaboration-development plans have been initiated for 2025. The specialists of “Business-Inform” Group notice that despite the existing issues in organizing the supply of printing devices and consumables to Russia, the number of International companies wishing to develop their business in Russia has considerably grown itself during 2024. For instance, 30 Chinese companies have presented the samples of their products for performing the quality testing in Russia, 4 companies have in advance coordinated the terms of Full Promotion Contract 2025, as well as advertising in the Russian magazine Business-Inform Review for the end of 2024 (issue #45) and in 2025. Taking into consideration the substantial interest from International participants of RemaxWorld 2024 expo towards the Russian market, “Business-Inform” Group plans to organize and hold in 2025 not only the 2 traditional Business-Inform Expo events for large Russian buyers (held annually since 2021), but also Business-Inform VIP Expo for Russian dealers and distributors of printing supplies (May 2025).

The descriptions of new printer/MFPs models of Brother, Canon, Deli, HP brands and corresponding OEM supplies have been uploaded. Considerably enlarged were the sections dedicated to compatible supplies of G&G, Print-Rite, Static Control, UNITON Premium, Êîìóñ brands.
As of February the 5th, 2024, there are 21943 descriptions in the “The Supplies for Printing Machines” database of printing devices and supplies (cartridges, toners, developers, ink-bottles etc.), including:

The Russian Market of Printing Devices and Supplies: the Stats and Trends for 2022
Moscow, July 28, 2022 — Information Agency “Business-Inform” and the Association of Quality Consumables Manufacturers and Suppliers held the Conference dedicated to the situation on the Russian market of office printing devices.

Celebrates Its 25th Anniversary!

Time,
it flies! It seems like yesterday, we started working, establishing partnership
connections, concluding agreements on performing scientific and marketing research,
software and informational system development, magazine and catalog series
publishing, organizing expos and conferences...... And here it is, the 25th Anniversary!
And it
all began far back in 1997, when several departments of Federal Information and
Analytics Center, where I was working as an Information Technology Director was
transformed into a “Business-Inform” group of companies, one of which later became
the Information Agency “Business-Inform” (further to be referred as the Agency).
The main fields of the Agency’s activity from the very beginning have been
connected with office printing. For instance, the employees of the Agency have continued
to perform the research on the quality of printing and consumables during the
planning and performing of procurement of printers and copiers for large public
structures (we had begun that type of research already during our work in the
Federal Center). It is interesting to remember that one of our first commercial
customers was an HP office, according to the agreement with the latter we were
performing a comparative study of printing quality of HP printers using OEM and
remanufactured (refilled) cartridges, already in 1998. It was back then, in
1997-1998, that we developed the first Russian method of evaluating of prints
quality done on laser printers.
Practically
right after its official registration, the Agency began the development and usage
of “The Supplies for Printing Machines”, “Public Procurement of Consumables” databases,
the publishing of “The Russian Market of Copying Equipment” (since 1997), “The Russian
Market of Printers” (1998), “The Russian Market of Scanners” (1998), “The
Supplies for Printing Machines”, “The Best Suppliers of Compatible Consumables”,
and other catalogs. All those products are still being published. The Agency
continued the cycle of works dedicated to the marketing research of various
segments of the Russian market of office printing. The main customers for this type
of research turned out to be the Russian public structures and the offices of
the number of leading foreign suppliers of printing equipment (Xerox being one
of the examples). Nowadays, everyone can visit the Agency’s web-site and check our
first published marketing results of 2001 (https://sforp.ru/docs/marketing/index.htm), and “The Supplies for Printing Machines” database,
also presented on the Agency’s web-site, still enjoys popularity.
Simultaneously
with the development of publishing and marketing research the Agency created the
Consulting Center which has been helping (and still helps) the large Russian
buyers to plan and organize the procurement of printers, MFPs, copiers and
corresponding consumables. During the last several years, this direction of the
Agency’s activity became one of the main ones, it is no coincidence that the Agency’s
experts participated in preparation and performing of almost all large
procurement cases on the Russian alternative market in 2014-2021.
The large
volume of the Agency’s proprietary data – the results of marketing research, the
news – is of high demand among the specialists of the Russian market of office
printing, both among the sellers and the users alike. It was for them that in
2012 we began publishing the “BUSINESS-INFORM Review” magazine, and organized
the International “BUSINESS-INFORM Expo” and a number of conferences.
Today,
the “BUSINESS-INFORM Review” magazine is a visit card of the Agency. Its main
goal is to provide the reader with the info on the latest office printing and
consumables industry news. Together with the articles by well-known foreign
experts, in this magazine we publish the articles and interviews with the heads
of the Russian companies, the results of our own marketing research, the
testing results by the leading European laboratories and many other things. The
print-run is 20,000 copies + more than 8,000 digital copies (for Internet
subscribers). 8,000 copies go for free to the leading specialists of the
printer, copier, MFP and consumables buyer-companies. It is very important for us
that those very specialists do learn in timely manner the important information
from the modern industry of office printing. All the issues of the magazine are
being openly demonstrated on the Agency’s web-site (https://sforp.ru/bireview/ ).
The “BUSINESS-INFORM
Expo” was first organized in 2012, mainly out of the “urgent necessity”. For 7 years
before that, another expo had been staged in Russia dedicated to the industry
of printing consumables. That expo - RechargeRussia Expo – began as a remanufacturing
industry expo, each year becoming more and more the expo for the cheapest
compatible new-built cartridges. Since there was no hope of the tendency
changing, the Information Agency “Business-Inform” with the support of the
number of the Russian (Ramis, RM Company, DaLZ, Umacs) and International (Integral,
Delacamp, Imex, Katun) companies began the organizing of the International “BUSINESS-INFORM
2012” expo. During the years 2012-2019, each year, in May, we were holding our
own expo on VDNH. The expo has become the industry’s “New Year”, the meeting place
for friends, colleagues and partners, the place where you can learn the
Industry’s news and speak of your own success. It was that very expo that was
visited by the representatives of the large Russian companies and businesses in
order to see the booths of companies whose products are recommended by us for
planned procurement.
Unfortunately,
in 2020-2022, “BUSINESS-INFORM Expo” didn’t happen due to the COVID-19 pandemic.
However, we really hope that the pandemic is not here to stay forever, and that
“BUSINESS-INFORM Expo” will still continue its work. And we are not going to sit
and wait until the coronavirus will retreat. Already, since June 2020, the
virtual “BUSINESS-INFORM 2020-2022” has begun its work (free access from the
Agency’s web-site, https://sforp.ru/BI2020/). This expo is a wonderful tool for operative news
spreading on the Russian market. Any owner of the virtual booth may place its
own news on it (about the company, products, technologies, etc.). All the information
will immediately go to our information spreading service and will be sent out
to the 15000 addresses of the Russian specialists, published on our news
web-sites, plus on the web-sites of our information partners.
In
2017, the Agency became one of the founders of the Russian Association of
Quality Consumables Manufacturers and Suppliers (AQCMS). The aim of the
Association is the promotion of quality products on the Russian market. The
Association has already achieved some real success. Together with the Agency it
hosted a number of International “OPEN QUALITY PRINTING CONTESTs” demonstrating
the whole World that we here in Russia do perfectly understand what is printing
quality and how it should be evaluated. Each year the Association and the Agency
are holding more than 20 conferences with the large buyers of printers, MFPs,
copiers, and consumables, where the participants discuss the actual issues of
the industry and their possible solutions (https://aqcmsrus.ru/novosti/). One of the real results is a working group specially
created by the large buyers in cooperation with the Agency’s experts and the experts
of several European manufacturing facilities already having developed the
requirements towards the number of quantitative parameters for defining “High
Quality Cartridge” and the “Cartridge of Confirmed Quality”. For the alternative
supply of non-OEM cartridges these are exactly the requirements that are basic
in evaluation of quality of supplied products.
Another
important direction of the Agency’s activity is the performing of scientific-research
works. The Agency’s specialists, for 25 years, have been performing all the different
kinds of research and development works: from marketing research of the various segments of the Russian market of
computer technologies and periphery devices to development of new informational
and digital technologies, databases, multilayer neural networks, methods and
means of data protection, pattern recognition systems. For the last few years, the
Agency has significantly raised the volume of the performed scientific-research
works in the field of providing the information security of corporate networks
and the systems of digital workflow, in the first stance, in solving the tasks
on providing the cybersecurity of printing devices and systems. The works are being
done in cooperation with the specialists of the “Computing Systems, Networks, and
Information Security” department of the Russian University of Transport, one of
the best departments of the Russian higher education establishments in this
field (https://miit.ru/depts/29). Each year the best students and postgraduates of the
department are undergoing study practice at the Agency, participating in practical
development and acquiring professional skills and competences, required for
further successful work in the field of information security. The best graduates
of the department continue their work in the “Business-Inform” Group after
graduation.
Time,
how fast it flies! Today, we are celebrating the 25th Anniversary, and
it is necessary to note that all the success and achievements of our Agency
would be impossible without our Russian and International partners. We would like to thank our partners for their help and collaboration,

New Issues of Cybersecurity in Office Printing
Moscow, May 26, 2022. — Russian University of Transport (MIIT) hosted the international theoretical and practical conference, “Intelligent Transport Systems”.
On 26th of May, this year, Russian University of Transport (MIIT) hosted the international theoretical and practical conference, “Intelligent Transport Systems”. During the conference the reports from leading Russian and International specialists – the developers of modern intelligent systems for solving various transportation tasks – were presented. Within the Conference section “The Security of Intelligent Transport Systems” two reports were presented by the head of “Business-Inform” Group, Stanislav Malinskiy:
· “The ‘Zero Trust’ Security Concept – the Principles and Practice of Implementation”
The report analyzes the changes within the landscape cybersecurity threats in the condition of COVID-19 pandemic and sanctions. It reviews the downsides of perimeter protection policy and substantiates the necessity of shifting cybersecurity departments of the Russian organizations towards the “Zero Trust” policy, while describing in detail the principles of such policy and possible issues in its implementation as well as corresponding solutions.
· “The Vulnerabilities of Printing Devices Require Fast Removal”
The report analyzes the threats to cybersecurity of organizations caused by the vulnerabilities of printing devices. The results of successful attacks were demonstrated, the possible hacker-threats and their consequences were evaluated. The report reviews the most dangerous vulnerabilities of the modern printing devices by various global brands. Offered are the recommendations for timely removal of known vulnerabilities.
On May 31st, within the framework of AQCMS and Information Agency “Business-Inform” Conference on the topic called “New Requirements towards the Cybersecurity of Office Printing Systems within the Conditions of Sanctions”, the head of “Business-Inform” Group, Stanislav Malinskiy, will present those reports together with a detailed analysis of vulnerabilities of all global printing devices from Global brands installed in the Russian organizations. Moscow, March 22,
2022. The update of the Internet version of the
“Printing Supplies” Database – presented on the web-site of the Information
Agency “Business-Inform” – has been made (Our Products/Reference section).
New printer
model descriptions have been uploaded describing new models of printers and
MFPs of Epson, HP, Kyocera, Pantum, Xerox and
corresponding OEM supplies. Sections dedicated to the branded supplies
from CACTUS, Static Control, UNITON Premium have been
considerably complemented.
As of March 22,
2022, the Database “Printing Supplies”
contains 21,686 descriptions of printing
devices and corresponding supplies (cartridges, toners, developers,
ink-containers, etc.), including 7,605 printing
devices, 10,125 OEM supplies, 3,956 compatible
supplies.
The detailed
description of the “Printing Supplies” Database version 1.2 and 1.3 can be

As with all

The First Stage of the International
OPEN QUALITY PRINTING CONTEST (2021-03) Is Over –
The Contest Continues!
Moscow, November 29, 2021. 22 Russian and 14 International brands have become the participants of the International OPEN QUALITY PRINTING CONTEST (2021-03), which will determine the best alternative Brother TN-3480 cartridges, as well as toners for remanufacturing of those cartridges.
Organizer of the Contest is the Information Agency “Business-Inform” and the Russian AQCMS association.
The works on testing are performed by the Information Agency “Business-Inform” personnel together with the Russian AQCMS association and a number of specialized Russian and International laboratories. The evaluation of each print and cartridge is generally done in accordance with ISO/IEC 24790:2017 International Standard and the method confirmed for evaluation of the printing quality of the toner cartridges for OPEN QUALITY PRINTING CONTESTs (all in all it contains 46 parameters).
During the First Stage of the Contest the following Nominees were chosen: 4 best cartridge brands (2 – newly-built cartridges and 2 – remanufactured ÎÅÌ-cartridges) and 5 types of toner (2 – Mitsubishi toners, 2 – Tomoegawa toners, 1 – toner under the Russian trademark, the manufacturer is yet to be specified). All nominees received the invitation for participation in the Second Stages of the OPEN QUALITY PRINTING CONTEST (2021-03), which will define the Winners of the Contest.
The Winners will be declared on the 16th of December.
The results of the Nominees and Winners of the OPEN QUALITY PRINTING CONTEST (2021-03) will be presented to the large Russian buyers of the office printing devices during the Conferences organized by Information Agency “Business-Inform” during the Q1 of 2022. The Issues of Informational Safety and the Corresponding Solutions Concerning the Usage of Office Printing Devices
Moscow, November 18, 2021 — Information Agency “Business-Inform” together with the Association of Quality Consumables Manufacturers and Suppliers presented the results of the vulnerability research for office printing devices and the recommendations for removing the vulnerabilities.
Information Agency “Business-Inform” together with the Association of Quality Consumables Manufacturers and Suppliers (AQCMS), on 18th of November, this year, held the Ñonference “The Issues of Informational Safety and the Corresponding Solutions Concerning the Usage of Office Printing Devices in Corporate Networks”. During the Conference the results of the research were shown concerning the vulnerabilities found in office printing devices in Russian and International organizations in 2018-2021, as well as the recommendations on how to remove them. A special attention, during the Ñonference, was paid towards the modern policies of informational protection of businesses’ corporate networks, as well as towards the issues related to the practice of workflow system usage (IT-outsourcing, MPS, the usage of remanufactured cartridges and newly-built cartridges). The Ñonference saw the participation of representatives from 144 Russian businesses and organizations, as well as from the leading Russian and International experts in the field of informational safety.
During the conference 4 reports were heard:
- “The COVID-19 Pandemic Changes and Raises the Requirements towards Information Safety” (speaker – Stanislav Malinskiy, Russian University of Transport)
The report theses: The growth of cyber-crime rates during the COVID-19 pandemicis a worldwide problem; the growth of the incidence rate, transfer to working at home, emergence of the new vulnerabilities, the growth of a number and intensity of cyber-attacks; the cyber-crime stats for 2020-2021; all spheres of economy are under attack, especially healthcare and finance; during March-May 2020 the hackers sites and forums traffic has grown 66%; the remote work breeds vulnerabilities (through home-printers as well); the trend of the recent years is criminals switching to using outsourcing, the emergence of “crime as a service”; the transformation of informational safety policy is necessary; the new perspectives of informational safety policy based on the “Zero Trust” principle; printing devices and their vulnerabilities; new requirements towards the control of printing devices; cartridges carry the vulnerabilities as well.
- “While The Criminals Unite, the Cyber-Threats Grow” (speaker – Stanislav Malinskiy, Russian University of Transport)
The report theses: The growth of crime rates during the COVID-19 pandemic is a worldwide problem; the hybrid working forms, implementation of Cloud technologies, the development of the IT-outsourcing, sacking of information safety employees, the insulted employees during the obligatory vaccination – all these are just a minor parts of a basis for the modern cyber-crime rate rapid growth;the trend of the recent years is criminals switching to using outsourcing; the wide circulation of RaaS (ransomware-as-a-service) on the Internet; the multi-level list of malicious software packages: form “testing” one-month package for 90 dollars to “elite” subscription 12 months package for 1400 dollars; criminal groups creating such web-sites are working on the principles of license models sales; the cyber-crime creating new work-places; the emergence of new thematic sites with products for cyber-fraud became a driver for growth of low-qualified members of hacker-communities; new cyber-threats with ransomware usage; printing devices creating new vulnerabilities.

The report theses: The growth of crime rates during the COVID-19 pandemic; Zero Trust – is a safety model implying the total absence of trust towards any user, device or application; the main components of the zero trust architecture according to “NIST Special Publication 800-207: Zero Trust Architecture”; the requirements of zero-trust towards the operational systems and input/output devices and their functions; software updates as a new source of vulnerabilities; OEM and non-OEM cartridges carry new threats; preventive protection measures; the necessity to continuously monitor the network; if a data-theft is inevitable, the cryptography may help; corrections of existing informational safety policies are inevitable; the tendencies of the development of the Russian office printing market in the existing conditions.

Moscow, November 08 - 18 Russian and 14 International brands have already become participants in the Contest for the best non-OEM cartridges – BROTHER TN-3480 analogs – and toners for their refilling.

International OPEN QUALITY PRINTING CONTEST Proposition (2021-03)
1. The Information Agency “Business-Inform” (Moscow, Russia) is staging the Contest for the best non-OEM cartridges – BROTHER TN-3480 analogs – and toners for their refilling. The Contest is scheduled for October 18th – December 16th, 2021.
2. The Contest under the name OPEN QUALITY PRINTING CONTEST (2021-03) will have 2 stages.
During the first stage (October 18th – November 25th) prints will be evaluated made with non-OEM cartridges (remanufactured and new-built), and Nominees of the Contest will be chosen – the best cartridge and toner brands used for refilling.
During the second stage (November 29th– December 15th) cartridges and toners chosen as the first stage Nominees will be evaluated. 3. The works are performed by the staff of Information Agency “Business-Inform” together with the Russian association AQCMS and a number of specialized Russian and International laboratories.
4. The participation is paid: the price of participation in the first stage is 500 USD for International participants or 36000 rubles for Russian companies.
5. On October 18th the work of the first stage begins on evaluating the quality of non-OEM cartridges (remanufactured and new-built).
Each participant company must submit to the Information Agency “Business-Inform” before November 15th, 2021 the test prints made with its non-OEM cartridge, analog of BROTHER TN-3480. Each participant of the Contest presents 10th, 50th, 100th, 200th, and 500th test prints as well as all subsequent test prints made by its cartridge after each 500 prints with 5% coverage. The test template is presented by the organizer to each of the participant companies after the participation in the first stage of the Contest has been paid.
6. The evaluation of each print will be made in accordance with international standard ISO/IEC 24790:2017 and the testing method confirmed for laser cartridge printing quality evaluation for holding of OPEN QUALITY PRINTING CONTESTs (altogether – 46 parameters).

8. According to the results of evaluation of each of the prints presented by a participant the integral rating of its cartridge will be defined; thus 3-4 winner-brands (Nominees) will be chosen. At the same time, in the cartridge contest the participation is by all participants and for toner contest the participation is only by participants who submitted prints done by remanufactured cartridges (remanufactured OEM cartridges and remanufactured new-built cartridges). The generalized results of winner-brands prints evaluation will be published. Other results won’t be published. The announcement of the first stage Nominees is planned for November 26th, 2021.
9. After the first stage, integral ratings of the presented cartridges (prints) for all participating companies will be received, as well as integral ratings for Nominees.
10. After the first stage of the Contest and announcing of its results all Nominees will receive the invitation to participate in the second stage of the Contest taking place November 29th– December 15th. The participation in the second stage of the Contest for Nominees is not obligatory. The price of participation in the second stage of the Contest is 500 USD for International companies or 36000 rubles for Russian companies.
11. Each nominee company from the first stage of the Contest deciding to participate in the second stage must submit to the Information Agency “Business-Inform” before December 08th, 2021 its non-OEM cartridge - BROTHER TN-3480 analog - (for the first stage Nominees in the “Cartridge” group) or its toner used for refilling of remanufactured BROTHER TN-3480 analog cartridge (for the first stage Nominees in the “Toner” group).
12. The testing of products presented for the second stage of the Contest will be done according to the international standard ISO/IEC 24790:2017 and the testing method confirmed for laser cartridge printing quality evaluation for holding of OPEN QUALITY PRINTING CONTESTs (altogether – 46 parameters).
13. The generalized evaluation results of the Contest Winners’ products will be published. Other evaluation results will not be published.
Announcement of the Contest Winners is planned for December 16th, 2021.
Therefore, if your company wishes to participate in International OPEN QUALITY PRINTING CONTEST (2021-03), all that you need is:

The Environmental Issues in the Remanufacturing Industry
Moscow, September 14, 2021 — Information Agency “Business-Inform” and the Association of Quality Cartridge Manufacturers and Suppliers presented the results of the marketing research of the Global and the Russian markets for laser printers and MFPs as well as the quality and environmental testing results of the most popular toner cartridges presented on the Russian market.

New printer model descriptions have been uploaded describing new models of printers and MFPs of Epson, HP, Lexmark and corresponding OEM supplies. Sections dedicated to the branded supplies from CACTUS, G&G, UNITON Premium have been considerably complemented.

Of the Open Quality Printing Contest (2021-02)
Moscow, July 28, 2021. – The Information Agency “Business-Inform” (Russia) has declared the Winners and the Nominees of the International Open Quality Printing Contest (2021-02). The Winners of the Contest in the section of alternative cartridges are: Pelikan CF244A, CF283X, CF226X (manufacturer –Print-Rite Pelikan Solutions GmbH, Germany), Uniton Premium CF244A, CF283X, CF226X (supplier – Uniton Service, Russia), the Winners of the Contest in the section of toners for remanufacturing of HP CF244A, CF283X, CF226X cartridges are: Mitsubishi UT1907 and UT1917 (supplier - Delacamp AG, Germany), the Nominees of the Contest in the section of toners for remanufacturing of HP CF244A, CF283X, CF226X cartridges are: IMEX AKO-3 and CMG-3, HANDAN (HGOA) HG-604 (supplier – ÐÌÑ Ltd, Russia).
The Open Quality Printing Contest (2021-02) dedicated to evaluation of quality of alternative cartridges and toners for HP CF244A, CF283X, CF226X remanufacturing has been organized and held by the Russian-based Information Agency “Business-Inform” with support from AQCMS Association since April 26th till July 28th 2021. Both remanufactured and new-built cartridges (HP CF244A, CF283X, CF226X analogs) were accepted for participation in the First Stage. The quality evaluation was performed by the Information Agency “Business-Inform” specialists together with the Russian AQCMS Association and a number of Russian and foreign laboratories according to a number of International standards (for instance, ISO/IEC 24790:2017) and directives.
The First Stage of the Contest (since April 26th till June 11th) saw the participation of 43 Russian and 17 International brands. Each brand has been represented during the testing by 30 contest prints made by the corresponding brand cartridges after each 500 prints with 5% coverage. During the testing of cartridge quality at the First Stage, 32 parameters were evaluated, characterizing the actual yield of cartridge, the dynamics of optical density, background, general number of various defects, toner spending, etc. After the testing of all cartridges presented for the Contest Nominee-Cartridges have been chosen as well as Toner-Nominees. Also the Nominee companies were declared.
All the Nominees of the Contest are invited for participation in the Second Stage of the Contest which was held from June 14th until July 28th 2021. During this stage the contest cartridges were tested presented by the nominee companies for the Second Stage. During the testing of cartridge quality at the Second Stage, 53 parameters were evaluated, thoroughly characterizing not only the quality of prints made, but also the sustainability and environmental friendliness of the evaluated products.
According to the results of the testing done during the First and the Second stages, the Winners have been declared:
New-Built Cartridges: Pelikan CF244A, CF283X, CF226X (manufacturer – Print-Rite Pelikan Solutions GmbH, Germany), Uniton Premium CF244A, CF283X, CF226X (supplier – Uniton Service Ltd., Russia);
Toners for Remanufacturing: Mitsubishi UT1907, UT1917 (supplier – Delacamp AG, Germany).
The following have been declared of the Contest Nominees:

International OPEN QUALITY PRINTING CONTEST Proposition (2021-02)
1. The Information Agency “Business-Inform” (Moscow, Russia) is staging the Contest for the best non-OEM cartridges – HP CF244A, CF283A, CF226X analogs – and toners for their refilling. The Contest is scheduled for April 26th – July 30th, 2021.
2. The Contest under the name OPEN QUALITY PRINTING CONTEST (2021-02) will have 2 stages.
During the first stage (April 26th – June 11th) prints will be evaluated made with non-OEM cartridges (remanufactured and new-built), and Nominees of the Contest will be chosen – the best cartridge and toner brands used for refilling.
During the second stage (June 14th– July 20th) cartridges and toners chosen as the first stage Nominees will be evaluated. According to the results of the second sage, the Winners of the Contest will be declared, the best non-OEM cartridges – HP CF244A, CF283A, CF226X analogs – and toners for their refilling.
3. The works are performed by the staff of Information Agency “Business-Inform” together with the Russian association AQCMS and a number of specialized Russian and International laboratories.
4. The participation is paid: the price of participation in the first stage is 750 USD for International participants or 54000 rubles for Russian companies.
5. On April 26th the work of the first stage begins on evaluating the quality of non-OEM cartridges (remanufactured and new-built).
Each participant company must submit to the Information Agency “Business-Inform” before June 04th, 2021 the test prints made with its non-OEM cartridges, analogs of HP CF244A, CF283A, CF226X. Each participant of the Contest presents all test prints made with its cartridges after each 500 copies with 5% coverage. The test template is presented by the organizer to each of the participant companies after the participation in the first stage of the Contest has been paid.
6. The evaluation of each print will be made in accordance with international standard ISO/IEC 24790:2017.

8. According to the results of evaluation of each of the prints presented by a participant the integral rating of its cartridge will be defined; thus 3-4 winner-brands (Nominees) will be chosen. At the same time, in the cartridge contest the participation is by all participants and for toner contest the participation is only by participants who submitted prints done by remanufactured cartridges (remanufactured OEM cartridges and remanufactured new-built cartridges). The generalized results of winner-brands prints evaluation will be published. Other results won’t be published. The announcement of the first stage Nominees is planned for June 11th, 2021.
9. After the first stage, integral ratings of the presented cartridges (prints) for all participating companies will be received, as well as integral ratings for Nominees.
10. After the first stage of the Contest and announcing of its results all Nominees will receive the invitation to participate in the second stage of the Contest taking place June 14th– July 20th. The participation in the second stage of the Contest for Nominees is not obligatory. The price of participation in the second stage of the Contest is 750 USD for International companies or 54000 rubles for Russian companies.
11. Each nominee company from the first stage of the Contest deciding to participate in the second stage must submit to the Information Agency “Business-Inform” before July 20th, 2021 its non-OEM cartridges - HPCF244A, CF283A, CF226X analogs - (for the first stage Nominees in the “Cartridge” group) or its toners used for refilling of remanufactured HP CF244A, CF283A, CF226X analog cartridges (for the first stage Nominees in the “Toner” group).
12. The testing of products presented for the second stage of the Contest will be done according to the international standard ISO/IEC 24790:2017.
13. The generalized evaluation results of the Contest Winners’ products will be published. Other evaluation results will not be published.
Announcement of the Contest Winners is planned for July 30th, 2021.

BUSINESS-INFORM Declares the Nominees of the Open Quality Printing Contest (2021-01)
Moscow, April 12, 2021. – The Information Agency “Business-Inform” (Russia) has declared the nominees of the International Open Quality Printing Contest (2021-01). The Nominees of the Contest in the section of alternative cartridges are: INTEGRAL 12100175 (Integral GmbH), GEN TK3190 (GM Tech), HYB-TK-3190-48, HYB-TK-3190-68 (HYB), the Nominees in the section of toners for remanufacturing of Kyocera TK-3190 cartridges are: IMEX YFX (IMEX), Mitsubishi UT19F5 (Delacamp AG), HYB TG-48, HYB TG-68 (HYB).
The First Stage of the Open Quality Printing Contest (2021-01) dedicated to evaluation of quality of alternative cartridges and toners for Kyocera TK-3190 remanufacturing (yield: 25000 À4 pages) has been organized and held by the Russian-based Information Agency “Business-Inform” since March 01st till April 10th 2021. Both remanufactured and new-built cartridges (Kyocera TK-3190 analogs) were accepted for participation in the first stage. The quality evaluation was performed by the Information Agency “Business-Inform” specialists together with the Russian AQCMS Association and a number of Russian and foreign laboratories according to the ISO/IEC 24790:2017 international standard.
The First Stage of the Contest saw the participation of 36 Russian and 17 International brands. Each brand has been represented during the testing by 50 contest prints made by the corresponding brand cartridges after each 500 prints with 5% coverage. After the testing of all cartridges presented for the contest 4 Nominee-Cartridges have been chosen as well as 4 Toner-Nominees (criteria – de-facto yield, the dynamics of the optical density, the total number of the defects of various types, etc.). Among the alternative cartridges the following entries became the Nominees: INTEGRAL 12100175 (Integral GmbH), GEN TK3190 (GM Tech), HYB-TK-3190-48, HYB-TK-3190-68 (HYB), among the toners for Kyocera TK-3190 cartridge remanufacturing the following entries became the nominees: IMEX YFX (IMEX), Mitsubishi UT19F5 (Delacamp AG), HYB TG-48, HYB TG-68 (HYB). Nominees were submitted to the Contest by Global and Russian market leaders, companies Integral GmbH (Germany), GM Technology (Spain), HYB (China), RMS Ltd. (Russia), Uniton Service Ltd. (Russia).
The Contest Nominee results will be included into the public report: “The Best Solutions in the Field of Office Printing 2021”, which is annually published by Information Agency “Business-Inform”, and supplier companies (Integral GmbH, GM Technology, HYB, RMS Ltd., Uniton Service Ltd.) are recommended as suppliers of alternative consumables for Kyocera printers in October 2021-September 2022.

AQCMS and BUSINESS-INFORM recommend to Russian Buyers
High-Quality Consumables and Their Suppliers
The volumes of procurements of quality supplies grow in Russia. The fact is confirmed by the statistics of the Russian market 2015-2020. The Russian buyer is gradually recognizing all the advantages of quality consumables and more often chooses to buy products of higher quality (though for higher price).
The stated dynamics of quality products sales are supported by several Information Agency “Business-Inform” working vectors. For instance, in 2017 the Russian Association of Quality Consumables Manufacturers and Supplies (AQCMS) was formed (https://aqcmsrus.ru/?lang=en). In 2020 the Association consolidated the majority of the Russian market leaders, the suppliers of quality consumables. The active work of the Association allowed even in COVID-19 pandemic times to organize and hold more than 20 video-conferences with the largest buyers of printing devices and corresponding supplies. Special attention was paid towards ÎÅÌ-cartridges whose quality turned out to be lower than expected. As a result of collective discussions, the technical and environmental requirements were defined towards quality cartridges; supplier companies were chosen who are ready to supply quality cartridges for large Russian companies. In 2021 the research of the market and testing will be continued.
In conditions of pandemic the Information Agency “Business-Inform” has organized and is holding (until April 30, 2021) virtual exhibition BUSINESS-INFORM 2020 (http://sforp.ru/BI2020eng/). Any supplier of quality products has a chance to procure a virtual booth where it can publish company information, information on its products, awards, etc. All the information presented on these booths is in English and it is translated for free into Russian and distributed among Russian specialists (both among buyers and sellers). The exhibitors of the virtual expo have a possibility to order their products testing and if necessary its comparison with products of winners and nominees of the Russian 2020 contests, including OPEN QUALITY PRINTING CONTEST. Such activity of the virtual exhibition allows Russian specialists not only to present the new products by their traditional international partners, but opens a way onto the Russian market for the new supplier companies of quality products.
It is also necessary to note the work of Information Agency “Business-Inform” and AQCMS in field of environmental protection. The testing for toxicity of cartridge cases done by the number of the Russian Academy of Science research institutions allowed to receive real, not advertising evaluation of sustainability of cartridges supplied on the Russian market. The list of brands thus acquired became the basis for procurement planning for many large Russian buyers. Moreover in 2021, it is planned to supply on the alternative Russian market 5.4 million cartridges with obligatory confirmation of their environmental sustainability and compliance with RoHS requirements. In 2021 the work on environmental compliance and RoHS compliance will be continued. In the nearest future a meeting is planned for the representatives of “Business-Inform” Group and AQCMS Expert Council on Environmental Safety (https://aqcmsrus.ru/strukturan/3-1-4-ekspertnyj-sovet-po-problemam-ekolo/?lang=en) with the employees of Ministry of Law and Federal Custom Services on the issues of control of compliance of products imported into Russian with RoHS and Stockholm Convention on Persistent Pollutants requirements.
Thus, in Russia the cluster of quality consumables buyers is formed and grows ever more. It is expected that the support by the Russian state structures of the initiatives by “Business-Inform” Group and AQCMS will speed up the number of the buyer companies of quality supplies and the growth of their procurement volumes.

The Distribution of MSE and G&G Brands Is a Logical Widening of Our Recent Range
Roman Samoilov, Director, Office Assistant Company,
answers the questions of Information Agency «Business-Inform» Your company, Office Assistant, is a successful distributor of Cactus, Static Control, Pantum, and CET products. Each of those brands is well-known on the Russian market and has its own resellers and buyers. And now you are about to undertake MSE and G&G cartridges distribution. What is the cause of such decision? Ambitions or economic calculations? How do you plan to position them?
As we once said a year and a half ago, when Office Assistant was just a start-up project, our main aim is to provide our partners on the Russian market with the set of brands each of those has its own unique features and characteristics, together though all those brands produce a synergy effect in terms of sales and fit in with 99% of customers and users requests in the field of printing compatibles.
For us MSE and G&G cartridges distribution is a logical broadening of our recent product range.
Each brand from our portfolio will receive clear and accessible from the market’s point of view positioning not only in terms of price, but in terms of technical features of products, marketing and promotional support as well.
MSE and G&G cartridges fall into quality category, they are well-known internationally. It is exactly those brands that have many times become the winners of our Agency’s and AQCMS’s contests in the “Best Quality” nomination. However the prices on MSE and G&G are quite high. What advantages of each of those two brands do you consider to be primarily important for the Russian market?
Industry professionals know well that the product having stable quality extra features and own patent solutions just cannot be the cheapest on the market. Unfortunately in Russia the share of low-quality cartridges is still considerable, often it is the so-called “Noname” with the quality and yield below any acceptable criticism. For the most part it is due to such products that buyers and users form their negative attitude towards compatible materials.
On the other hand, we think that in Russia there is an already formed pool of customers and users who know what level of quality they need for products to fulfill their printing tasks and who realize the adequate price for such consumables, at the same time not being ready to overpay for using OEM products.
Both MSE and G&G have a large number of their own patents and technological solution, but the most important advantage for the buyer is the presence of the stably high performance in terms of prints quality and cartridge yield for reasonable price.
G&G and MSE are the brands with a successful history of development globally that have proved the stability of their quality comparable with the quality of OEM compatibles during multiple tests and comparative trials.
We wish to repeat the global success journey of those brands in Russia.
Your company is a successful distributor of Static Control cartridges. These cartridges already enjoy the established circle of buyers oriented towards the products of high quality. However could it be that the volume of procurement that potential buyers have been planning for Static Control cartridges they would simply divide between the two brands, Static Control and G&G, but the volume itself will remain the same?
We are counting on the notion that each brand from our portfolio will find ‘its own’ buyer. To keep partners interested in working with our brands, we’ll be using individual marketing tools and programs for each brand.
For a long time the distributor of G&G cartridges on the Russian market has been ROSCO Company. Many resellers and corporative buyers have got accustomed to the fact that it is necessary to ask ROSCO regarding the procurement of G&G cartridges. What now?Will there be two distributors of G&G cartridges? Is there a plan for some kind of coordination between Office Assistant and ROSCO?
You are absolutely right, Rosco has for a long time been the first and the only G&G products distributor on the Russian territory. Our colleagues have made a considerable chunk of work on bringing the brand to the market and its recognition among consumers.
We think that Office Assistant resources will allow enlarging the channels and the geography of sales of G&G brand, and improving of service scope on the Russian territory owning to the regional service centers which successfully provide warranty services for other brands from our portfolio such as Cactus and Static Control.
Of course we count on close cooperation and interaction with G&G head office as with a vendor, as well as with Rosco as with a distributor for performing unified strategy of brands development in Russia.
On which segment of the Russian market are you counting on by offering MSE cartridges? Since those cartridges are more expensive than Static Control’s and G&G’s. However there is a wide range of cartridges for color laser printing as well as high yield cartridges oriented towards MPS-contracts. If you are oriented towards MPS-segment, will you be supplying also the solutions for remanufacturing of MSE cartridges?
During the first year we will provide for the Russian market MSE cartridges of extended yield. Those cartridges are made by Clover company with the use of unique own patented SCS (Secondary Cleaning System) technology, which allows to considerably enlarge the yield of the cartridge without any damage to the quality of prints.
This decision is especially interesting for the lines of color cartridges for middle and heavy segment of laser printing machines since there is no analogous solution anywhere in the world. That is why those MSE products in our view will be especially interesting for companies providing cost per copy print services, as well as for customers who are not just evaluating the price of consumables but complex costs including consumables, servicing of printing devices, logistics of spare parts and consumable materials.
According to the results of the year we will evaluate the achieved results and make a decision regarding the necessity of broadening of MSE brands assortment and bringing other Clover products on the Russian market.
How environmentally friendly are G&G and MSE cartridges? Whose certificates testify their eco-safety? To what extent are they in line with the requirements of Stockholm Convention (ratified in Russia in 2011), as well as RoHS and REACH?
Since the cartridges of both brands are widely known and demanded globally they satisfy the strictest world standards and possess all the documents and certificates testifying the high level of production culture as well as environmental safety, including RoHS and Reach certificates.
Your company is now a distributor of several expensive quality brands of non-original cartridges, MSE, Static Control, G&G. Is your company planning to enforce the work on promotion of quality products or are you supposing that every reseller should solve it this problem personally depending on its potential buyers?
Of course as a distributor we will do everything to provide our partners and users with most complete on our products on the market and its difference from analogs. We are ready to provide informational support for our partners during talks with customers as well as to provide samples and participate in product testing on customer’s technical base in case of necessity.
Right now our Agency together with AQCMS promotes on the Russian market the number of initiatives on support and development of Russian remanufacturing industry. Since remanufacturing industry is focused first of all on remanufacturing quality products, it is (though indirectly) stimulates in its development the procurement of quality cartridges. For instance, the idea presented by AQCMS on creating in Russian higher educational establishments the remanufacturing centers implies not only teaching students but also them further working for the good of their own university. It also changes the economic model in providing printing equipment with consumables from the one oriented towards the cheapest products to the one oriented towards more valuable products. To what extent are you interested in such initiatives?
Undoubtedly the promotion and support of cartridges remanufacturing industry is an important initiative. It seriously reduces the impact on environment, creates jobs and forms the right perception of the remanufactured products with the consumer.
It is not a coincidence that all MSE branded products are remanufactured and the Cactus brand as well has a considerable share of such cartridges in its range.
Of course the market introduces its corrections and we see that not all the cartridge models make economic sense in terms of being remanufactured; there is more demand for it within medium and heavy segments of printing equipment. However in those segments the quality and workability of remanufactured products often equals or even exceeds the new-built cartridges performance parameters.
Therefore we from our side are ready to support the initiatives in developing cartridges remanufacturing in Russia.
All the world now is facing the corona-virus pandemic, which will undoubtedly hit the economy of all countries. How do you evaluate the consequences of the pandemic for the Russian market of consumables? In the conditions of funding absence will the buyers choose low-quality cheap cartridges or still more expensive higher quality ones. Will the perspective of creating new jobs become the argument for developing the remanufacturing industry and therefore the argument for buying quality MSE and G&G cartridges?
The corona-virus pandemic made significant correctives not only in the field of economy but to everyday life in the whole world as well. Quarantine measures and restrictions hit the business and the economy in absolutely every country affecting more or less all market segments. Talking about consumables market, in my view the hardest impact has been received by smaller countries lacking financial reserves and being not ready for 2-3 months of a business lockdown. It is possible some companies will be forced to close or restructure their business.
Speaking of users and customers, the market of consumables in Russia has been already formed and has its supporters both in the segment of using OEM-materials and in the segment of compatible production. Undoubtedly within crisis times all the companies and organizations search the ways for optimization and decreasing the costs including printing costs, so some shift towards cheaper products is possible. But I do not think it will be significant in the present situation on the Russian market.
Today we see gradual withdrawal of restrictions in Russia, regions are returning to normal life. Following it, the businesses will start being restored.
We believe that the set of brands and the strategy presented by Office Assistant on the market will be required and will bring us partners for mutual implementation of our ideas into reality.

AQCMS Offers Cooperation
to the Largest Russian Universities
Moscow, May 20, 2020. The members of Association of Quality Consumables
Manufacturers and Suppliers are ready to provide Russian higher education establishments
with methodological, technical and technological provisions in order to
organize institutionally-based office printing cartridge remanufacturing centers.
The Association is convinced that creation of such centers is not only
profitable economically but also allows higher educational establishments to
protect their students and tutors from harmful impact of persistent organic
pollutants found in the majority of cheap low-quality cartridges on the Russian
market.
The Association of
Quality Consumables Manufacturers and Suppliers (AQCMS) on May
20th this year held an online-conference with participation by Association
members and representatives of state organizations and large Russian higher educational
establishments during which the reports by the heads of AQCMS Expert Councils were
heard on the advantages of quality and environmentally safe cartridges; on
economical effectiveness of remanufacturing of quality cartridges; on the
Russian method of printing quality evaluation (LEM); on
the results of testing of new-built cartridges presented on the Russian market;
as well as on basic violations of the Stockholm
Convention on Persistent Organic Pollutants by a number of
manufacturers and sellers of low-quality newly-built cartridges.
Having listened to
and discussed the reports, the participants of the conference expressed their concern
regarding the presence on the Russian market of a large number of cheap low
quality new-built cartridges, violating not only the ecological requirements of
RoHS and REACH, but also the requirements of the Stockholm Convention (ratified
in Russia in 2011) (a Global agreement by signed 183
country with the aim of protecting human health and environment from
highly toxic substances). The participants noted that they understand the range
of objective reasons having determined the present situation on the Russian market
and the forced nature of procurements by a number of Russian state
organizations (including higher educational establishments) of cheap
consumables for office printing.
The participants from
AQCMS offered to the representatives of the Russian state organizations and large
Russian higher educational establishments to provide methodological, technical
and technological provisions for creating their own office printing cartridge
remanufacturing centers. The leading Russian companies – suppliers of quality consumables
– offered large Russian higher educational establishments not only to supply them
with high-quality cartridges of confirmed quality, but also the whole necessary
set of methodological materials for repeated remanufacturing of the supplied
cartridges as well as for preparing (educating) locally institution’s own

AQCMS Specifies the Unified
Requirements for New and Remanufactured Cartridges for Use in Public
Organizations and Large Commercial Structures in Russia
Moscow,
May 18, 2020. Association of Quality Consumables Manufacturers
and Suppliers is ready to recommend to the Russian buyers cartridges of any manufactures
if those cartridges are providing quality printing, are environmentally safe, and
are suitable for remanufacturing and reuse.
On 18th of May, this year,
Association of Quality Consumables Manufacturers and Suppliers (AQCMS) held an on-line
conference with the members of the Association and a number of representatives
from state organizations and large commercial structures. During the conference
the reports were heard from the heads of Expert Councils on the results of tests
of new-built cartridges present on the Russian market; also the necessary
requirements for the use of new and remanufactured cartridges by state and
large commercial organizations were discussed.
The
participants of the conference have heard the following reports:
- by Dr. Alexey Belikov and Dr. Yulia
Danilogorskaya, the heads of the Expert Council on Environmental Safety, regarding
the list and critical values of ecological parameters that require control in
newly-built and remanufactured cartridges, supplied on the Russian market for
needs of the large Russian organizations and commercial structures;
- by Dr. Stanislav Malinskiy,
President of AQCMS, the head of Expert Council on Informational Safety, and the
head of Information Agency “Business-Inform” on the test results of the most
popular new-built cartridges presented on the Russian market acquired during
the work within the framework of state contracts during 2019-2020.
After listening to
and discussion of the reports the participants of the conference expressed their
concern regarding the presence on the Russian market of the large number of
cheap and low-quality new-built cartridges violating RoHS and REACH requirements,
not suitable for remanufacturing or recycling. The participants noted that they
understand the reasons stipulating the current situation on the Russian market,
however, low-quality products not only compromise all the non-OEM products on
the whole on the Russian market, but in fact hinder the development of the
Russian production and creating of new jobs in the industry. The participants of
the conference have recommended to highlight the list of low-quality and non-eco-friendly
new-built cartridges in the state report of Information Agency
“Business-Inform” for visible demonstration of the aforementioned
brands of cartridges in the lists of public bid-winners in 2019.
The participants of
the conference made a decision to recommend Russian state and commercial organizations
the procurement of new and remanufactured cartridges of confirmed quality (this
being defined not only by the printing quality itself but by the range of other
important characteristics).
“We are ready to recommend for large Russian companies the new-built cartridges
of Russian and International manufacturers, if they have good printing quality,
are environmentally safe and suitable for successful remanufacturing. All the above-stated
characteristics of new-built cartridges must be confirmed by testing, done by
Russian expert organizations based on methods legitimate on the territory of Russia. Absolutely the same requirements
are applied to remanufactured cartridges”. – told the President of AQCMS, Dr.
Stanislav Malinskiy.
Also the participants have
recommended to Dr. Malinskiy, the President of AQCMS and to Dr. Alexey Belikov and
Dr. Yulia Danilogorskaya, the heads of the Expert Council on Environmental Safety
to continue their work on organizing meetings with the representatives of state
organizations and large commercial structures for discussing the issues of
practical usage of AQCMS recommendations during procurements in 2020-2021.

AQCMS Reacts to the Challenge of Time
Association of Quality Consumables Manufacturers and
Suppliers has reviewed the situation on the market of consumables in times of
economic crisis and pandemia.
On April 17 the Association of Quality
Consumables Manufacturers and Suppliers (AQCMS) held an online-conference with
participation by members of the Association during which it reviewed the
situation on the Russian market of office equipment and supplies in times of
COVID-19 outbreak and Global economic crisis.
The Conference
participants have expressed their concern with negative tendencies which can
lead to significant changes in the industry. “We understand that the current
situation is definitely impacting the market of new and remanufactured
compatible consumables. However, before taking any decisive action we must
collect the maximum possible amount of reliable information”, - noted Sergei
Kuzin, the Head of Remanufacturing Industry Expert Council of AQCMS.
According to the
results of the discussion the Expert Council has been given a task to perform
the study of the Russian recycling market to identify urgent problems in the
working process of the participants. The results of the study will be taken
into account during the development of the support and promotion program for
remanufactured production of confirmed quality in Russia.

Industry of Remanufacturing in Russia Is Getting a New Chance.
Are We Going to Take Advantage of It?
Looks like not so long ago, just
some 20 years back in time, the perspectives of remanufacturing industry looked
bright. Its representatives confidently demonstrated economic and environmental
advantages of their production promoting it on the market. The manufacturers of
printing devices were of course not completely happy because of such competition
on the market of consumables and fought the remanufacturers where it was possible;
however the Global market had place for both OEM and remanufactured
compatibles.
The emergence of newly-built compatibles
from China changed the situation drastically. Price dumping offered by many manufacturers and
sellers of newly-built cartridges seriously impacted the Global remanufacturing
industry. Multiple savvy customers switched from remanufactured OEM-cartridges
to buying cheap newly-builds. The advance of new compatibles sellers was so impressive
that many small remanufacturing companies either left the market completely or
were forced to diversify their activities and started selling new compatibles
as well. This Global tendency has been characteristic of the Russian market as
well.
The position and prospects for cheap
newly-built cartridges on the Russian market seemed quite promising; however
troubles have come for them as well. Firstly, European efforts have led to ever
more discussions about environmental unfriendliness of cheap newly-builds.
Toxic decaBDE additives found in them – violating European RoHS and REACH
requirements, as well as the Stockholm’s Convention – have influenced the
choice of consumers even outside Europe. The implementation and putting in
action of RoHS and REACH requirements in Russia immediately transferred the
majority of newly-builds into the environmental violators group.
The outbreak of COVID-19 will
influence all industries. It is already clear that all real business will come
under the attack, some companies will discontinue their existence, and others
will have to resort to huge redundancies. As a result the unemployment will
grow. The growth of USD exchange rate will make the advantages of Russian
production more evident.
In this difficult situation the
Russian industry of remanufacturing gets a new chance! It is this chance that can give the Russians new jobs.It can give them their local production
and help retain the considerable amount of money usually flown abroad mostly as
payment for cheap newly-built cartridges. It is this possibility that can give
second-third-forth life not only to OEM-cartridges but to quality
environmentally-safe newly-built cartridges, as well as to Remanufactured
(virgin) cartridges from Europe. And taking into consideration the registration
in 2020 of the local LEM print quality evaluation method in Russia, we can say
that today the Russian industry is ready to offer consumers not just
remanufactured products but remanufactured products with confirmed quality.
So the Russian remanufacturing
industry is getting a new chance. Are we going to take advantage of it?

Russian Market of Printing Supplies 2019 –
Cheap Products Continue to Dominate
Information Agency “Business-Inform” (Russia) has finalized the cycle of research of the Russian Market of the Office Printing 2019. The acquired results within the segment of supplies for monochrome laser printing demonstrated that in 2019 the sales of new compatible cartridges and the market of remanufactured products continued growth (as they have been doing since 2014), and the sales of OEM cartridges stopped falling and even showed small growth. However, this is not surprising given the fact that the number of working office devices and the volumes of office printing in 2015-2019 were not de facto different from the numbers of 2014. The issue is that the financing of office printing supplies procurement continued to diminish. So the majority of Russian companies had to provide office printing with maximum cost-cutting by buying ever cheaper and ever less quality products. And as the low-quality products were not able to provide the required volumes of printing, more and more cheap consumables and refills were needed. Buy cheap, and as it is said, waste your money.
The results:
1. The share of Russian organizations using compatible consumables for office printing grew in 2013-2019 from 81% to 98%. At the same time the share of organizations focused on quality printing with compatible consumables went down from 34.6% (in 2013) to 11.6% (in 2019), and the share of organizations focused during procurement solely on price grew from 46.0% (in 2013) to 81.1% (in 2019).
2. In conditions of economic sanctions during 2015-2019 the growth of cheap compatible cartridges procurement provided with new compatible cartridges (of Chinese origin) the considerable share of the market, 22.1% (14.3 mln. units), and lack of money to buy OEM cartridges diminished their share on the Russian market down to 12.8% (8.3 mln. units). Considerably grew the share of remanufactured products, in must be noted that the share of remanufactured new-built compatible cartridges became quite noticeable and constituted 45.7% (19.2 mln. units). Also one must note the appearance on the Russian market of quality remanufactured ÎÅÌ-cartridges of from leading European and American manufacturers. And even if their share is not yet large on the Russian market the very fact of their emergence shows that the Global remanufacturing industry not only exists but is ready to demonstrate the advantages of their products (first of all – the environmental friendliness, quality and effectiveness in MPS solutions) on the Russian market.
3. The Growth of cheap cartridges share on the Russian market is reflected in final numbers: in 2019 the market grew by 2.05% in units and fell by 2.1% in USD.
